Rules

1. The Festival dei Popoli - International Documentary Film Festival - aims to promote and disseminate auteur documentary cinema and research cinema, to encourage the comparison of different experiences, and to propose itself as a meeting point and a space for in-depth study between cinema and other disciplines.

2. The festival is organized by Festival dei Popoli - Istituto italiano per il film di documentazione sociale ONLUS - with the contribution of Creative Europe MEDIA Programme, Ministry of Culture (General Directorate for Cinema), the Region of Tuscany and the Municipality of Florence (Department of Culture). Additional contributions are made by other institutions and private sponsors.

3. The 64th edition of the Festival dei Popoli will take place in Florence from November 4 to 12, 2023. The program includes: International Competition, Italian Competition, tributes and retrospectives, workshops, meetings, thematic focuses, special events. The Direction and the Selection Committee make their choices on the basis of the artistic qualities of the works received, and in regard to the originality and relevance of the themes addressed, with particular attention to gender representation in the overall composition of the program.

4. INTERNATIONAL COMPETITION.

Documentary films of any length and nationality completed after November 1, 2022 or whose first public screening took place after that date are eligible for selection. Only in exceptional cases and at the sole discretion of the Directorate, exceptions on this date are possible for films not yet screened in public outside their country of origin. Works publicly distributed through the Internet and those already screened, in any place and context, in Italy will be excluded. Preference will be given to World, International and European Premieres.

In case of selection, the intended screening format is DCP. Other formats will have to be agreed with the Festival's Programming Office.
No rental fees will be paid for films selected in competition.

*PRIZES UP FOR GRABS*

a) Palmarès An international Jury, consisting of experts and professionals in the field of documentary cinema, will award the following prizes:

- Best Feature Film Award (duration: over 60 minutes): €8,000.00, equally divided between director and production;

- Award to the Best Medium-length Film (duration: between 31 and 60 minutes): € 4,000.00, equally divided between director and production;

- Best Short Film Award (duration: up to 30 minutes): € 2,500.00, equally divided between director and production;

- "Gian Paolo Paoli" plaque to the Best Anthropological Film.

Special mentions may also be awarded.
Awards will be paid no later than 12 months after their attribution.

b) Audience Award: the festival audience will express their preferences on the films presented in the international competition and the Italian competition by voting.

5. ITALIAN COMPETITION

Italian documentary films with a running time of 50 minutes or more completed after November 1, 2022 are eligible for selection. Works publicly distributed through the Internet and those already screened, in any place and context, in Italy will be excluded. Preference will be given to World Premieres.
In case of selection, the intended screening format is DCP. Other formats will have to be agreed with the Festival's Programming Office.
No rental fees will be paid for films selected in competition.

a) Best Italian Documentary Award: € 3,000.00 equally divided between director and production.

b) CG ENTERTAINMENT "POPOLI doc" Distribution Award to the Best Italian Film The distribution company CG Entertainment offers the winning film the opportunity to be released on-demand on www.cgtv.it and major platforms.

c) Audience Award: The festival audience will express their preferences on the films presented in the international competition and the Italian competition through voting.

d) "IMPERDIBLES" theatrical distribution prize: La Compagnia is a project promoted by the Region of Tuscany: a space in the center of Florence created and managed by FST - Fondazione Sistema Toscana for all those who cultivate a passion for documentaries, experimentation, and audiovisual culture in all its forms. The "IMPERDIBLES" prize will be awarded by the head of programming at La Compagnia jointly with his staff. The winning film will be kept in programming at La Compagnia for a period to be agreed upon with the production/distribution.

e) "Il Cinemino" Theatrical Distribution Award: Il Cinemino is a cultural project born in Milan in 2018. A welcoming and technologically advanced cineclub, an exchange and meeting point for all those who love the seventh art with a special focus on socially themed documentaries, courageous productions and first works. The "Il Cinemino" award will be given by the team composed of Cinemino's founding members to the work that best embodies the "cinemino" spirit: commitment, social value and linguistically innovative. The winning film will be programmed during a dedicated evening and kept on schedule in the following days (with modalities to be agreed upon with the production/distribution).

f) AMC Best Editing Award: AMC - Film and Television Editing Association awards the Best Editing Award to a documentary film in the Italian Competition.

6. HABITAT SECTION
Documentary films of any length and nationality with a focus on themes of contemporary living in relation to the ecosystem, technological evolution and ongoing transformations in the geo-political sphere are eligible for selection. Preference will be given to Italian premieres.

In case of selection, the intended screening format is DCP. Other formats will have to be agreed with the Festival's Programming Office.

a) CG ENTERTAINMENT Distribution Award to the Best Film: The distribution company CG Entertainment (www.cgentertainment.it) offers the winning film of the Habitat section the opportunity to be released on-demand on the platform www.cgtv.it .

7. OTHER SECTIONS.
For the other sections in the program (Out of Competition, Tributes and Retrospectives, Thematic Focuses, Special Events), the Management will identify the films it deems suitable.

8. OTHER AWARDS.

"Human Rights" Award - Amnesty International Italy: The "Human Rights" Award is given by Amnesty International Italy to one of the films in the official selection of the Festival dei Popoli.

9. ENTRY MODALITIES

a) The registration of films to the pre-selection entails the payment of a fee of € 15.00 as a reimbursement of secretarial expenses. Only films in good standing with the payment of the registration fee will be considered for pre-selection.

b) Entry of one or more films must be made through the appropriate procedure at https://archivio.festivaldeipopoli.org/. Upon completion of the data entry, payment of the entry fee will be requested through the PayPal procedure or, alternatively, by bank transfer. In case of need, you can write to film@festivaldeipopoli.org. The entry and viewing link will be verified by the Programming Office. A confirmation email will be sent following verification.

Please note: If a film is not selected, the entry fee will not be refunded. If a film withdraws from pre-selection, the entry fee will not be refunded. If an entry fee is paid twice or more, additional payments will not be refunded. If the reason for the transfer does not include the title of the film, the fee cannot be assigned to the film and will not be refunded.

(c) Deadlines for entries are set according to the month of production completion:

    • April 21, 2023 for films finished by March 2023;
    • June 21, 2023 for films finished by May 2023;
    • July 21, 2023 for films finished on or after June 1, 2023 and for rough-cuts.
    • Late registration: late registration (limited to the period from July 22 to July 31, 2023) will incur a registration fee of €25.00.

d) For pre-selection, the film must be submitted exclusively via a secure link, viewable on the internet (preferably Vimeo and in a downloadable version), indicating in the online entry form url and password.

Please note:
The link must remain active until at least November 2023 (inclusive).
Films submitted for pre-selection must be in original version, subtitled in English or Italian.
Additional material should be sent to the festival programming office only in case of selection.

f) Authors and/or Producers are responsible for the content of their works and declare, by entering the Festival, that they have fulfilled all obligations to third parties arising from copyrights.

g) Media Library
At the time of online registration, permission will be requested to enter selected films into the Festival's Media Library. This service-access to which is restricted to accredited professionals-is intended to promote the films to professionals (producers, distributors, other festivals, press).

h) Registration compulsorily entails the deposit of any material submitted at the Archives of the Festival dei Popoli with the possibility of using it for archival, educational and research purposes, even in venues and contexts other than the festival, excluding any commercial use to protect the interests of the Authors and Producers.

10. CONFIRMATION OF SELECTED FILMS

The selection of films, the general programming and the screening schedule are the sole responsibility of the Management. If a film is deemed of interest by the Selection Committee, the production or filmmaker will receive a pre-selection notice.
The official invitation, indicating the section of participation, will be emailed to theз registз and/or the film's production by the end of September 2023. The official selection will be announced at a press conference in October 2023.
Notification of the film selection to third parties prior to the press conference is prohibited, unless specifically directed by the People's Festival Press Office.

All applicants will be informed of the selection outcome starting September 25, 2023.

11. DOCUMENTATION REQUIRED IN CASE OF SELECTION

In case of selection, the required documentation is as follows:

  • file of the film for the Media Library (specifications will be communicated by the Programming Office);
  • 1 trailer of the film for promotional purposes (mov. or mp4);
  • film credits (indicate at least: first reserved for the festival, country and year of production, format and duration, language);
  • synopsis of the film in Italian and/or English;
    director's statement/note of intent regarding the work done for the submitted film;
  • biography of the registз in Italian and/or English (min. 200 max 400 characters, including spaces);
    filmography of the registllз (complete list of titles and year of production);
  • a photo of the registз (1280x960 or 1024x768 pixels, 4:3 aspect ratio, .jpg and .png format);
    photographic documentation of the film with permission for publication and promotional dissemination (specifications will be communicated by the Programming Office);
  • complete and final dialogue list and list of subtitles (if provided) in one of the following languages: Italian, English, French, with timecode of the final screening copy (preferably in .srt format);
  • a downloadable screener corresponding to the final DCP version (low resolution SD, max size 1 GB) to be used as a reference copy for translation and subtitle synchronization. Online screeners are also accepted, as long as they are perfectly identical to the final DCP;
  • posters, playbills, press-books and postcards and any other useful material for promotional purposes (also in .jpg and .png format).

12. VERSION OF SELECTED FILMS AND SUBTITLES

The selected films will be screened in the original version with English and Italian subtitles. The copy of the film with imprinted English subtitles must be provided by the production and sent at its expense. Italian subtitles, if available, must be made available to the Festival. In the event that they have not yet been produced, the Festival is responsible for their production and, in this case, they remain the property of the company making them.

13. USE OF THE LOGO

The productions and distributions of all selected films undertake to add the Festival dei Popoli logo on the final DCP copy (as well as on the final online viewing version) and to mention in their publicity material (posters, press kits, trailers, website, etc.) the selection of the film at the Festival dei Popoli, using the official logo that will be provided by the Festival. Under no circumstances may the official logo be changed without permission from Festival.

14. SHIPMENT OF SCREENING COPIES

a) The DCP screening copy of the film, together with a spare copy, must be received at the festival headquarters no later than October 20, 2023, according to the instructions provided by the Programming Office.

b) Each shipment outside the European Union must be accompanied by pro-forma invoice, list of packages, travel documents (title and quantity of video media for each film; in the case of film with indication of number of reels, length of film in meters). At the same time, theз mittentз must e-mail the Festival office the shipping notice indicating: title of the film, date and shipping coordinates (AWB number).

c) The cost of shipping and customs clearance of the screening copy of the selected films shall be borne by the sender. For the return, the Festival dei Popoli will bear the costs of transportation and customs clearance from Florence to the place of destination. If, after the screening at the festival, a request is made to send the screening copy of the film to another festival, the cost of shipping and customs clearance will be borne by the applicant. In any case, the Festival dei Popoli will cover the cost of one trip to transport the screening copy.

d) In the event that the lǝ Autorǝ or the production decides to withdraw a film's participation after the acceptance of the Official Invitation letter, the payment of the sum of €3,000.00, as compensation for damages, will be required.

15. DONATION TO THE PEOPLES' FESTIVAL ARCHIVE.

Donation of a copy of the film to the Archives of the Festival of Peoples is appreciated. The donated copy will be used for the purposes of study, preservation and dissemination of knowledge of documentary cinema, to the exclusion of all commercial use.

16. CONDITIONS OF PARTICIPATION

Application for participation in the selection implies acceptance of these Rules and Regulations, which are also available in English. In case of problems of interpretation, only the Rules and Regulations in Italian are to be considered valid for all purposes. The Court of Florence is competent for any dispute.
